The Old Fat Sarge’s plan:

Put together a 3-year effort to secure America now, to include

• Completion of virtual and physical fences and completion of new detention centers for illegals
• Review, publicly debate, and clean up current immigration regulations, with aim of assuring the appropriate quantity and highest quality of immigrants to be allowed into the country, and insure that applicants already registered stay ahead of any amnesty crowd. For security purposes, do not publish the lists.
• Establish international growth area(s) in portions of northern Mexico and Southern US in which companies can establish zones of prosperity hiring Americans and/or Mexicans without regard to their citizenship status for call center or similar jobs that are now headed to Bangalore. Do something similar in the Northwest and Northeastern border areas of the US and Canada.
  

DHS will squeal like a pig when held accountable for it’s mission, so I would move INS out of DHS as a separate agency once more. I would transfer 75% of all US Marshall’s to Border Patrol duty. I’d allow states to use Federal equipment and/or National Guard elements for surveillance and detection, with an expanded Border Patrol doing the apprehension and detention.

After certification by the INS that we have achieved 65% identification and location of illegal immigrants and have a proven plan in place to go after the rest, and certification by the INS that we have a revised and updated list of applicants for immigration, reconsider an amnesty plan.

Assuming that illegals are the benign sort of criminals who wish America no harm and are trying to make a buck and improve the lives of their children, I would ask them to report to the local police station for finger-printing and DNA collection followed by a quick scan for wants or warrants. If they find no warrants immediately, illegal can receive a temporary amnesty ID and the following benefits:

• Application for immigration status. They will go on the waiting list behind current applicants in each status group.

• 45-day amnesty, while more complete background check is done. If they pass this check, extend amnesty to 18 months.

• The opportunity to earn a drivers license, after meeting all requirements of the state.

• Withhold portions of the normal American benefits derived from their taxed income until they have paid a fine and/or back taxes as set by Congress.

• The right for their children to automatically become American citizens should the parents become citizens.

• The right from day one to pay taxes and complain about the return on investment.

• If the 180-day amnesty expires before their number comes up for immigration, they will be asked to leave the US within 30 days. They will continue to move up on the immigration list while waiting out of the country. If they do not leave on time, all rights obtained above will disappear and they will be banned from US immigration.

If they do not accept this offer within 90 days I would assume they are malign in intent and arrest them wherever found. They would not receive any amnesty, nor would their minor children, regardless of the location of their birth. I would deport them the first time caught if no other crimes were committed; jail them for 10 years the second time they are caught, and for life the third time.
